OMG, this was debated a quarter of a century ago. That’s why Congress consists of the House and the Senate. One is supposed to be based on population and the other is based on statehood.

The states that are most underrepresented and should GAIN representation are: Montana (population 1,068,778); Delaware (973,764); Idaho (1,787,065); South Dakota (884,659); and Oregon (4,217,737). All are small states, below the average US population. Only Delaware and Oregon could be considered liberal. Montana, Idaho, and South Dakota are consistently conservative.

The states that are most overrepresented and should LOSE representation are: Rhode Island (population 1,059,361); Wyoming (578,759); West Virginia (1,792,147); Vermont ( 623,989); and Nebraska (1,934,408). All are small states, below the average US population. Only Rhode Island and Vermont could be considered liberal. Wyoming, West Virginia, and Nebraska are consistently conservative.
